OUT1/OUT2 custom output is unstable or not driving at all

I notice that when I drive OUT1 and OUT2 in my app, it's output in certain situations becomes unstable on the receiver's side.

Then I connect OUT1 to multiple outputs, it seems to work as intended (the other side going high and low as intended).
But when I connect OUT1 to just one pin (CD in my case), I don't see CD properly going high when my app drives it high(set).
