Add nextrecord, prevrecord, and more

Added three functions to the abstraction layers for
mysql, msql, and postgresql. I have not tested these
functions, although they should work.

seekrecord($recordID)
nextrecord()
prevrecord()

Each SHOULD return false if the selected row does not
exist in the database result set.
