UDP by TCP "short udp-reply" fix

I have used "desproxy-dns" to bypass my local proxy
connecting to upstream DNS-server and noticed
complains in my own DNS-server log.
Complains was about incomplete DNS-replies.
I have investigated the problem and have fixed it.
By now, by DNS-server is happy. ;-)

I hope my patch will be included in next version.

Will also need to patch util.h to declare the function and avoid a
compiler warning, ie:

A simple patch to desproxy-inetd which allows it to make a
direct connection to a remote host if the proxy host and port are
omitted from the command line arguments.

autoconf patch

Patch for using autoconf & automake for desproxy.
Makefiles will be generated from Makefile.am files, and
will support $(DESTDIR) (useful e.g. when building rpm
packages)
