A quick search found another open source program 'SpecialK' (https://github.com/SpecialKO/SpecialK) which does seem offer this functionality along with lots of other features for gamers. DMT that is using "Ctrl+Shift+L" as a hotkey therby preventing DMT from registering it. It does however work if the Startup folder is used instead to autostart it. Is there any reason why it's unable to load on its own with privileges?
