Add bufferedIO support in FileAppender

This is about the bufferedIO & bufferSize properties of the log4j FileAppender.

The need is to be able to optionally overcome disk contention situations. The CRT "write" does not buffer internally, AFAIK.

Hello Aaron,

DailyRollingFileAppender is within the latest release candidate. It is in the rc state for quite long time for now, and will be released soon.

It looks like DailyRollingFileAppender is missing from the latest release, but not from master. Is master stable? Should a new release be created to include changes in master? Thanks!
