#196 Give browser window an "always on top" option

This isn't critical of course, but I've marked it as such because--if it's not too hard to implement--it would be a killer feature for the 3.0 release.

With an always on top setting, you could have the Minsky model still full-screen on a single monitor system (which most people have of course) and still access the browser window easily. Without it, you need to tab between them--which is not really workable, given the function of the browser window--or resize the model window so that it and the browser can fit side by side.

    As a further thought, this would be useful in general as a feature of all pop-up windows: Godley Tables, Sheets when that's enabled for them. It has to be windows-specific--you don't want all windows obscuring the main design canvas. But it would be very useful where you want to control a Ravel sheet using a single Ravel, or run a Minsky model from a Godley Table, etc.
