It was added in 4.3.0 and was not in 4.2.x. Check out the demo for 4.2.0 here:

Yeah, checked everything out. Looks like that field is in every running instance I have, and is in a very old release, but simply isn't in the xampp package (current stable), and that package is broken.
So you are saying that the field didn't exist before the above, and the code that requires it was not either? I am very confused, as these other installs have never seen any 4.3 code.....
I will check the "stable" 4.2.x package a third time for the code that calls it.

This is a new feature that was added by Z&H Healthcare for the upcoming release(4.3.0), so it won't be in prior OpenEMR versions:
