We prefer to have a sophisticated version of this additional string metric where the code for the unit can convey the formatting. (This requires new codes.)

Condense the above ideas into a single note to R0866.

Add note to R0866: A ratio that is displayed to the user as "one thing" may be conveyed as two (or more) metrics. If these adequately represent the value (e.g. ratio) that is displayed, this requirement does not apply, i.e. there is no need for an additional string metric.

An extension that conveys the formatting of the values, e.g. as defined in ISO 8601 for durations, is an alternative. But this may be hard to require, because it is nigh impossible to cover all sorts of multi-unit displays.

For clarification: The string Metric is a redundant representation of the numeric Metric to satisfy R0866. It is not a replacement for the machine-readable value that is provided, e.g. in seconds or inches.

HL7 v2 and FHIR use ratio data types for this use case, see e.g. RXC-5/6/8/9 and RXG-17/18/23/14 in v2 and Ratio in FHIR. We may therefore not want to use the string metric approach described above. (This proposal is without prejudice for other use cases such as [#40].)
