&lt;p&gt;Consider technical requirements as described below:&lt;br/&gt;
The CONSUMER A (that is responsible for the SYSTEM FUNCTION X) intends to modify a state and so does CONSUMER B (for SF Y). The PROVIDER has no means of knowing the RISKs of finishing or not finishing either of these modifications and can therefore not really fulfil any flavour of R0060. I think, we would be better off defining deterministic technical rules for the PROVIDER about concurrent state modifications and leave the RISK considerations to the CONSUMERs.&lt;/p&gt;
