Make number of backup sets configurable

This patch will make the currently hardcoded number of
backup sets (2) user configurable.

A new config option "retention" (defaults to 2) has
been added to settings.conf to define the number of
full backup cycles to retain.

This way someone can have eg. weekly full backups
(backupdays=7) and still keep the old backups for a
month (retention=4).

Fix for root directory backups

Steve McAllister submitted a bug report. That is,
when you try to backup the root directory, it ignores
the "Skip:" definitions.

Richard griswold contributed the fix. The patch is
attached.
