This patch makes rc.serial more robust by:

1. Quoting the arguments to several test(1) commands.

2. Allowing for blank lines in /etc/serial.conf

1. Fix a typo when the -a option is used on a line with
closing_wait set to infinite (it is shown as infinte).

2. Make -G option show the current custom divisor value
for use in auto-save and auto-restore script.
