The build command should have an option to force the build of the target(s).

test server should be run on different port

The test HTTP server is now hardcoded to run on port 8000. A user should be able to specify this on the command-line interface or in the configuration file.

parse title for wikipage

The mwpage converter should get the title from the first header of the article (if there is one), so that web pages can have a title.
