&lt;p&gt;ENCOUNTERED: On Cygwin platform.&lt;br /&gt;
Cygwin provides a directory /bin that is also mounted &lt;br /&gt;
as /usr/bin. Some package install relative symlinks &lt;br /&gt;
in /usr/bin. When processing the symlink in /bin, it does not &lt;br /&gt;
