Error on generate for Nesstar file with no data

When adding a study from a Nesstar file containing no
data, an error message is display when generating the
HTML files.
Should have a warning like "You requested data files to
be included on the CD-ROM, but your source file does
not include any data file. Do you want to continue
generating the CD-ROM?"
