I have read that the plugin fro netbeans 8 works on netbeans 10, but I can't find any place to download just the plugin from. Any hints?

I have the same errors. I'm using Netbeans 8.2 full version, probed with clang++.

Hmm that's weird, I have never seen that. Have you downloaded the C++ version of NetBeans? Otherwise try the full version or try to install plugin that contains those, I am not sure which one they are.

I'm trying to install the latest version in my Netbeans 8.2, but it is telling me I need the following plugins to be installed first:

UI Utilities API
Dialogs API
File System API
Filesystems NetBeans Client
I/O APIs - Swing
Base Utilities API
Lookup API

(The exact error message is

Some plugins require plugin UI Utilities API to be installed.
The plugin UI Utilities API is requested in implementation version 201609270201.

The following plugin is affected:
VCC4N

for each plugin listed above)

Any idea how to fix? Is this an issue with my NetBeans installation?

I have released an update which works on NetBeans 8.2. It should work with VS 2015, but it doesn't with VS 2017.
