When I have two monitors attached, than the option 'all monitors' in the settings pane causes the top panel to disappear. When I choose 'monitor 0' or 'monitor 1' then things are ok. Are you using more than one monitor? 'all monitors' gives problems in other desktop environments also. Looks good. I also made the gui window non-resizable. The problem you mentioned with fallensnow staying fixed on the screen, I could not reproduce, even with your fxClock as test window.
