You may well be right, and the documentation is somewhat out-of-date. 
But of course what is stated there will be based on a minimal 
configuration, which yours may not be. I have 1.5GB RAM and a swap file, 
so I've never had the problem ; ) -

# cat /proc/meminfo
MemTotal:        1517960 kB
MemFree:           98440 kB
...
SwapTotal:        262140 kB
SwapFree:         258368 kB
