Relax NG Compact Syntax validator

This release brings the patches from RNV 1.7.9's Debian package upstream. Besides the addition of a man page this includes build related fixes only. If RNV 1.7.9 worked for you there is no need to update.

RNV made it into the Debian tree. The package can be found here:
http://packages.debian.org/sid/rnv

RNV 1.7.9 mainly introduces GNU build files.
David moved RNV over to SourceForge a few days ago
so I (Sebastian) can better help maintaining it.
We now use Subversion (CVS before) and a bug tracker
